SIM only rather than pay-as-you-go I would say.

They are pay as you go bundles.

No contract, no notice to cancel, no obligation to renew.

Their SIM Only contracts roll on month after month automatically, and often have a minimum term agreement written into them.

Over time, the way we use phones has changed and so has the terminology around phone plans. PAYG is often used in connection with prepayment bundles now, rather than the classic pay per use that it used to always mean.

After 6 months offer, am I allowed to change to 3GB £5 plan?

Nothing to stop you from doing so

Great price for low users, shame I can make a £10 top up last half the year.

So who do they piggy back of?

Vodafone, and a lot of their customer service beyond the absolute front line is provided by Vodafone themselves too.

i would use the phrase "pay monthly" rather than "payg"
