Don't think so unfortunately, you need card details on file for most things in the Play Store as proof of identity, but Google are about as trustworthy as they come. You won't be charged unless you actually buy something that costs money.
I believe so - I told a friend to get it but it tried to charge him too Was a good freebie while it lasted, though.
