If you don't mind so much about the appearance I would do as follows. Place bin liner over wheel to protect from paint and metal filings. Get a nice stiff wire brush and remove loose bits and traces of rust. You're aiming for shiny metal. Very careful use of an angle grinder/dremel tool may also help get this done. Give the area a brush down to remove loose bits and give a quick clean up with some meths. If this left a hole you want to fill it in with some body filler, or if lazy/not too concerned on appearance primer bare metal then slap aluminium foil tape across it in layers. Get some primer over the area. I would recommend using acid etch primer, but tbh any cheap primer will be okay. You can then either slap on hammerite in a similar colour to your car (or black if there is not one, it doesn't look too bad if you do the whole wheel arch and use masking tape to keep a straight line over it.) Or you can get paint mixed up and give it a spray, with lacquer after if it is metallic/pearlescent. Red colours tend to fade on car so paint mixed to the original colour does not match.
If it is rusting on the wheel arches consider whether it may be rusty in load bearing areas that need welding for the MOT and will cost a lot to do. Often this type of rust is hidden beneath the painted underseal and does not appear rusty until you can poke holes through and peel the underseal off. This is why the MOT man hits the car in various areas to check for rust.

Yeah do that and slap some hammerite on. It's better than nothing and … Yeah do that and slap some hammerite on. It's better than nothing and more than most people do. Bear in mind a sharp edge = mot fail if you come to sorting it and make holes in the metal though, but some body filler would sort that.
