I don't know then. I've just never heard of buying a car outright and not being given the correct documents with it. It would also be ringing bells in my head that if they were a reputable company doing things as they should be, why are they hanging on to V5's trying to pretend they have the vehicles in their posession longer than they actually do (or whatever reason it was that you said you thought they were hanging on to them for). Hopefully, someone more in the know will read this thread and give you a better idea of what's what.
