Morrisons is a tricky one because the company has a "human" owner rather than being a purely commercial entity such as a company. On one hand the land can't be private because it is there for public use and is desgined for commercial use. On the other hand there are terms and conditions for it's use and they claim you broke these.

The process will go
1st letter in the post 2nd letter in the post offering a dicscount "to show the court they tried to make it easy 3rd letter in the post no discount but SCARY debt collectors (its a lie)
4th letter from a debt collection company (owned by parking eye) again offering a discount or COURT ACTION 5th letter from a debt collection agency (also owned by parking eye - very sneaky) offering you a 50-75% discount.
By the 5th letter they know your not falling for it and they are trying to recover their costs.
IGNORE IGNORE IGNORE!
There is a massive legal and lawful difference between owing a debt and having a debt forced upon you by a third party. No bailiffs will turn up at your house with a court writ allowing them to claimm goods its all bluff. Its not like the tv show on channel 5, thata is where a "REAL MONEY" debt exists. For example I fixed your car which cost me money to do and now you wont pay.
THE WHOLE SYSTEM IS DESIGNED TO CREATE FEAR AND ANXIETY (well they do try bless them)

Got one too from Morrisons for over staying 2hr stay. Submitted my appeal using a template online and within 14days my fine was cancelled. PM if you would like a copy of the template.

If it's Parking Eye who have issued the fine, ask the store manager to call them up as they can remove the fine. Had this happen on a retail park that had The Range and Halfords on. The Range did not know about calling them, however Halfords phoned them and it was removed.

We appealed asda parking fine. Told the parking fine company via email with an attached scanned til receipt. They asked us to post the receipt to them and the fine got canceled. Reason we went over was. Never gave the time limit a thought. We did our shopping. Used asda cafe for our dinner then got a relatives shopping. Then back in again to get all the frozen stuff which took us over the 2.5 hours. Never again!

They are not enforceable in the same way as a local authority issued ticket which is based on a traffic violation.
The only way they can enforce payment on a ticket issued on private property is by taking you to County Court and to my knowledge they rarely do this.
They take you to court now do not throw it away deal with it

so what reason have u had the fine in the first place did u forget put a parking ticket on or u went over there time limit. the morrisons in my area have free parking didn't know they charge for parking in some stores
Surely if you don't deal with it, their are consequences. Referred to debt collectors or having it against your name affecting your credit.

I would pay it to be on safe side. No point stressing for next few months
My mate works for Parking Eye ( The Scab ) He informed me that they have taken 350 to court and won about 130 so now will be taking proceedings to get the money .

Exactly. Keep seeing similar posts on my local towns fb group. Really annoys me, the rules are clear, and not exaclty hard to follow, why should people be able to worm out of it

Did the parking sign say if you spend over £20 you get an extra half an hour? If so you should be fine? Or did it say max stay 2.5 and you have no real excuse for staying over
I had a fine from them just email them with some excuse and how sorry you are they will wipe it I got away with it with a pregnant friend excuse

You accepted the terms by parking there and now looking for an easy way out. You may not like the answer and that's fine, but no need to be rude about it.
Can you please go to Martin Lewis' website. He will tell you the steps to take in challenging or cancelling private parking fines, he even has the pre written copy of both LA and private parking tickets challenges. Martin ( the money man ) even goes into details about your rights when it comes to any parking fines. I hope this helped? have a look before paying hun. His site is useful and up to date on everything. vast amount of other information too. You can also subscribe to his weekly news letters.

Then nothing for about a year, but I knew there was a court case pending where someone in Essex was challenging the unreasonable amounts because the law stated fines had to be reasonable and proportional to actual costs. Anyway, within 2 weeks of the bloke losing the case about a year ago. It was all over the news at the time. I started getting threatening letters again. I have ignored them all and if it goes to court I will fight it and counterclaim Morrisons after writing to the Chief Executive.

However, having the fine cancelled is generally quite straightforward if you follow the guidance on sites like these...parkingcowboys.co.ukPePiPoo (yes, really)A business acquaintance and I both received Parking Eye fines early this year when we met up at a hotel that had a car park monitored by Parking Eye. The parking was free, provided you registered your number plate at reception... neither of us noticed the signs. We both had receipts but he ignored his and I went through the procedure outlined on PePiPoo. My fine was immediately cancelled, but his escalated to the point that I believe he was issued with a court claim. Not sure what happened then, but he ended up paying something like £160? If you can demonstrate that you had the right to be there (even if you didn't adhere strictly to their policies e.g. registering number plate, going over time limit), maybe with a receipt, then IMHO it's a lot easier to fire off an email to the land owner and Parking Eye (threatening a POPLA appeal) than to deal with the likely crap if you ignore it. Morrisons, Halfords, Hotels etc don't really want upset customers so they're likely to be helpful...

What you do really depends on how far you're willing to go on this. I personally can't stand the way these companies operate by strong arming and threatening people into paying what is essentially a request for payment.
I have private car park ticket from October 2015, I get a letter every few months from either the parking company or their 'representatives' demanding payment and threatening all kinds (all of which I have ignored). The way I see it (and other may disagree) they have to lodge a case with the small claims court to get any judgement. Firstly they will need to prove I received any communication from them, which is basically word v word (naughty I know) and secondly they need to prove their case for financial compensation/loss of income. Considering it was a free car park with hundreds of vacant spaces, any alleged overstay has not resulted in any loss, financial or otherwise. Like I said many will disagree with this and most people usually pay up and that's how these companies make their money.
Personally I have no qualms about going to court as it's a learning exercise - a note, county court judgments will only issued if you fail to answer any court summons and/or if you fail to pay should the case be found against you. Note the cost may also be substantially higher than settling beforehand.

If it does then it is illegal and they can be in huge trouble for doing that. The only people who can "fine" you is a court of law - or someone authorised by the justice authorities.
So parking on private land (like Morrisons and other supermarket car parks) wrongly will attract a parking "charge". The entrance to the car park and at many other points around the car park must have clear, unambiguous, notices explaining the conditions in which you are allowed to park and what the costs would be if you do not fulfil those conditions. If the parking company do not do this then that would be a good basis for appealing any charges they try to levy.
If you overstayed then you will need to have some very good reasons why you could not leave the car park within the allowed time. That could be some health condition you or someone else with you had at the time. It could be because of some hold up at the checkout - but you would really have to have a lot of verifiable details to claim this. Problems using the supermarkets loos, cafe etc could also count.
But whatever extenuating circumstances you have then you must present your case as the paperwork calls for - trying to have a word in a managers ear is not going to work.
