Yes. I got an Lenovo Ivy Bridge laptop this time last year for £400 so you should be able to get a Haswell laptop for about the same within a couple month.
Lenovo haven't released their Haswell range yet but the Z series is due its yearly refresh any time now, it seems silly to buy a machine you know is just about to be replaced IMO.
