Generic sodium percarbonate is better than OxiClean, because OxiClean is only half sodium percarbonate.

Sodium percarbonate includes a hydrogen peroxide component, but that's not all it is. If you want to be precise and make something the most chemically similar to OxiClean, you would mix hydrogen peroxide with washing soda.

What is the formulation of Vanish powder?
This is a white powder of formula 2Na2CO3. 3H2O2.

My comments below not necessarily that of a webpage on the Internet.
(Another source says Na2CO3·1.5H2O2 but that is as silly as saying that a half a H2O2 is HO).
This compound is just an adduct of washing soda that has Hydrogen Peroxide as the "water of crystallisation" instead of water itself.
Further authoritative spiel is on Wikipedia (as you would expect.
Any non-chemists out there be VERY careful of one search result easily seen on Google results that says washing soda is sodium sulfate.
It is not.
Washing soda is the chemical sodium carbonate.
Sodium sulphate is an inorganic molecule which is used as detergent filler. The main function of it is to keep detergents dry and good in condition.
