I have a 32GB SD card on my phone. I've used 20GB. I want to buy a bigger memory for my phone. What's the easiest and fastest way to transfer pictures from my current SD card to a new SD card?

This depends on whether you set the SD card as internal storage or portable storage. If you set it as internal storage, copy the pictures to a computer and then copy them back to the phone after you set up the new card. Or use a cloud backup.

Would this be ok to use to boot Windows from on a steam deck?

I wouldn't run Windows on an SD card on any device. The random performance on these are too low to run such a complex (and bloated) operating system as this is not their intended use case. (edited)
