sorted by- buy something (pack of gum?) at the airport to get a duty free bag. Shove your stuff in there, check-in staff are not gonna look inside.
- have a small bag (e.g. bum bag), covered with clothes/scarves
- packing cubes are amazing
- I've never had my backpack size checked, but they often check suitcases

If you don't overfill it then you should be able to squash it into that metal gauge, but if your mainly flying with RA you may way to look for something sized for them to save the risk of a "fine" at the gate from an overzealous gate attendant and being forced to put your bag in the hold.
