Just some tips for other cheapskates, as after flying to Canada for 6 months with one small carry on I think I'm an expert :
    - buy something (pack of gum?) at the airport to get a duty free bag. Shove your stuff in there, check-in staff are not gonna look inside.
    - have a small bag (e.g. bum bag), covered with clothes/scarves
    - packing cubes are amazing
    - I've never had my backpack size checked, but they often check suitcases

You don't need to buy anything apart from a carrier bag.
Keep it for your next trips. 😏

    Dimensions are 39 x 21 x 12 cm
Would that still pass through an airline as a carry on?

For a travel focused backpack to NOT have a trolley strap is a very poor design choice.

Once you get one with a trolley strap you'll never do without:

Dude, that bag and link you provided is a size which is bigger than the size allowed by Ryanair. So unacceptable

I just bought this bag and it arrived. It's pretty small I didn't notice it was a 12litre and I believe Ryanair allows up to 20litre so I sent it back for a refund. Seemed well made tho

Sort of correct,  The size Ryanair allow is you to 20L but only the size is important.  They measure by putting a bag in a metal sizing crate, or sometimes covering it with a cardboard sizing box not measuring it’s volume.

Back today from a week away in Europe. Took a bag that went under seat, flew Lufthansa, BA, Ryanair… five flights in total no issues, no checks too. Worked out remarkably well and really made me think about how I’ve travelled previously. Yes you have to think carefully but it’s doable and not tied to a suitcase. I even think I could do two weeks depending on location.

Ryanair size limit is 40 x 25 x 20cm which is slightly different to most other airlines. While they may not check often, they do sometimes check bag size, and this is too big for RA. This is actually smaller by volume than RA's limit but way its checked is fitting it into a sizing box, and this is 5cm too big.

If you don't overfill it then you should be able to squash it into that metal gauge, but if your mainly flying with RA you may way to look for something sized for them to save the risk of a "fine" at the gate from an overzealous gate attendant and being forced to put your bag in the hold.

Austrian Airline?? Brilliant. One size that was missing from my expansive bag collection for each international airline passing through our Great(ish) Britain. What next? (edited)
