What's the best deal for a Ryanair sized bag?
All Ryanair passenger fare types include a small personal bag 40cm x 25cm x 20cm ( to be placed under the seat in front of you). If you purchase priority, not only do you board the plane before those with standard tickets, you get a 2 cabin bag allowance, being the small personal bag plus a 10kg wheelie type bag 55cm x 40cm x 20cm.
This deal fits the wheelie bag criteria.
For the small personal bag I would recommend one of these for £9.27 (might be able to find cheaper). (edited)

Will these be OK as hand luggage with Jet2 and Tui?
Jet2 website states:
You may carry on board one piece of hand luggage free of charge, as long as it weighs no more than 10kg and is no larger than 56cm x 45cm x 25cm, including any wheels and handles.
You can also bring a small, personal item on board (such as a handbag, laptop bag or airport purchase), as long as it is placed underneath the seat in front of you
Tui website states:
You can take 1 piece of hand luggage per person (excluding infants) weighing up to 10kg and with maximum dimensions of 55x40x20cm on a TUI Airways flight. Things like laptops, handbags and items bought at the airport must fit within your 1 piece of hand luggage. You must be able to lift your hand luggage into the overhead storage compartments yourself. You can bring a Trunki case as hand luggage, as long as it weighs no more than 10kg
So yes, this case deal will fit both airlines’s hand baggage criteria.

Will easyjet take this as cabin baggage?
The Easyjet website states:
Maximum size 56x45x25cm, including handles and wheels. Cabin bags should be placed in the overhead lockers or if small enough under the seat in front of you.
No separate items such as handbags or laptop cases are allowed, they have to stowed in the case.
Just be aware that their planes only have capacity for 70 cases in the overhead lockers, so once they’re full you will be asked to put your case in the hold free of charge. Just pick it up at the arrivalsbaggage hall on the conveyor belt.

Virgin Atlantic website states:
All tickets include hand baggage (max size 56 x 36 x 23 cm) in addition to the normal stuff you'd carry with you, like your coat or handbag.
So yes, this case will work.
