It's worth checking your local - they have a clear out every now and then and knock 50% or more off stuff that's been hanging around. Had some great deals in the past on Remy XO, Augier Cognac, some single malts, vintage champagnes etc.

lots of reduced, "special edition" whisky at Waitrose lately

Thinking that they don't sell well and they just want to clear it out

None of the age-stamped whisky was on offer though

I picked up a bottle for £23.99 in Waitrose Crowborough (last one) but it doesn’t look like the OPs - are we talking the same stuff?
