Who pays for topcashback on ebay

I understand that retailers will pay a referral fee to TCB for purchases via TCB. However, when you make an ebay purchase via TCB, who pays TCB the referral fee, of which the buyer gets a cut in the form of cashback in their TCB account?

Is it ebay who pays or the individual retailers on ebay?

    Well it wouldn't be the seller would it, as that would include private sellers so must be eBay themselves. Good question

    yeah, that is what i was thinking. that a small seller on ebay wouldn't agree a referral fee unless that is part of the selling fee that they have to pay ebay.

    I had made an eBay purchase via TCB, which didn't track. I submitted a claim and a month later, TCB made the decision to pay the cashback themselves because it was small.

    Makes me wonder if it was eBay that refused the claim or the seller that I bought from.
