Happy to be corrected, but my perception was that RM is constricted to UK-wide standard pricing due to Universal Service Obligation, whereas other courier services can charge whatever those services deem appropriate to obtain its expected return (sic) on a service, or even not offer a service.
Maybe a poor comparison: fares for hackney carriages are typically set/regulated by local licensing authority / council, whereas fares for private hire vehicles are set by the licensed private hire operator itself.
