Had to be, coming from BT ! Despite all the financial assistance from the Govt.
The Monster Telco, too busy spending millions on advertising, but bare minimum on upgradations.

Isn't this because of Government instructions & Openreachs' implementation?
I am not sure BT are to blame for anything.
The actual article text makes no mention of any change of plans, it seems to be just poor journalism about the government agreeing a wishy-washy 'charter' with a few of the bigger ISPs to make them solemnly promise they'll do more.
