It was my understanding that you needed two wet witness signatures for the document.
According to the government website you do not need to pay any money to anyone, and it is valid the moment your document is signed

Deed Poll and companies that offer a Change of Name Deed (COND) are not the same thing. What is it you are trying to do?

Go back to my pre married name. It’s currently double barrelled and the DVLA won’t just change without seeing something like a deedpoll. But my licence also needs the photo renewing by the 31st. So it’s all a bit tight on time. I tried doing it online but my passport doesn’t match my driving licence so it won’t do it.

If you aren't time sensitive for your passport then just do your driving licence (that is a legal requirement if you change your name). You can get a change of name deed and then use that to apply to DVLA. Once your COND is back you can use that to change your passport - from memory you have three months to change your passport to the name you are adopting/using. You may find it quicker and easier to do it with one of the companies that charge anything from £18 to £30ish.
