(as permitted development rights don't apply to flats currently).
Secondly, although it's unlikely, there might have been a restrictive condition imposed upon the granting of planning permission for the garage (or as part of the original planning permission for the house if the garage was part of that original development) restricting the use of the garage to parking of a motor vehicle only, thereby preventing the garage being used (without obtaining planning permission first) as a room - usually such a condition is imposed whereby there's the potential for the displacement of the parking space within the garage to have adverse impacts in terms of on-street parking. Hence it would be wise to research the planning history of the property to clarify whether or not any such restriction exists.
Thirdly, there's also the potential (admittedly unlikely) that the property might be in an area covered by an Article 4 Direction removing permitted development rights.
But, if none of the above applies (and based on the assumption that the window would be at ground floor level) then what you are proposing would be 'permitted development'/wouldn't require planning permission.
