Basically somebody I know says they cap it but it doesn’t work and the orders just keep coming. I can’t believe this, if Amazon enables a cap, it would work surely.

but when order cap was first introduced (2021?) it wasn't actually a hard cap as such:
it was a tool to extend the (tolerable) order handling time.
Amazon's marketing of this to sellers included the phrase
As soon as you get 1 more order than your limit, the tool will automatically add 1 business day to your handling time for all additional orders to make sure your business isn’t overwhelmed.
