    It was part of the PS+ Essential tier in September. As such it won't allow me to purchase

    You can get around that by creating a new user on your console and buying it that way. I had to do the same a while ago with Ace Combat 7.

    Both users have access to each others games so you can just log back into your main profile.

    The reason it's so cheap is because there's a new version coming out this year, and you likely wont be able to upgrade to it from the regular version.
