You get a single 'game' called 'Sega Genesis & Mega Drive Classics' listed in your Steam library, which is basically an emulator with a user interface/menu. The individual Mega Drive games each count as a piece of DLC.

I have Windows 8.1 but didn't see any such information. My fix was to view the list of games (Right Click > View Downloadable Content) and then deselect the install checkbox on any game not installed and select it again, this should force the game to update to include the titles
