Check Yourself for Injuries: If you're severely injured, it might not be safe to move. Try to gauge the extent of your injuries before deciding your next move.
Turn off the Engine: If you're able to, turning off the engine can prevent any potential fires caused by leaking gasoline.
Position Yourself: As you mentioned, if possible, position your legs under the steering wheel. You can use your legs to help brace yourself against the impact of dropping down when you release your seatbelt.
Release Your Seat Belt Slowly: If the car is upside down, your body will fall when you unbuckle your seat belt. Try to support yourself as much as possible to prevent a hard fall onto the roof of the car, which is now below you.
Break a Window: If your doors are jammed and you can't open them, you might need to break a window to get out. If you can't break it with your elbow or feet, use a sharp object or a window-breaking tool if you have one. Aim for the edges of the windows, not the center, as car windows are toughest in the middle.
Exit the Car: Crawl out through the broken window. Avoid touching any potentially sharp edges of broken glass.
Get to a Safe Distance: Move as far away from the car as you can in case the vehicle catches fire or another vehicle hits it.
Call Emergency Services: Dial the local emergency number (911 in the U.S., 112 in much of Europe, etc.) and wait for help to arrive.
Don't Stand on the Roadway: To avoid further accidents, try to stay off the road and get to a safe spot where you're visible but not at risk of being hit by other cars.
Air bags can save your life, this can as well.
