Not attempted account creation, but were all the devices using same source network / IP ? If so, try notably different network / cellular IP (rather than another IP in similar range).

No, tried various devices and mobile data and even changed my ip address for home wifi, what worked was disabling the sharing of my location. Very strange behaviour by Amazon.
I had issues a while back setting up a new account for a “family” member however it wasn’t an internal error, just Amazon asking for information before allowing access to it. I’m guessing I have too many “family” members.
