Towing hook. You'll likely have a little circle on your bumper, that pops off and this will screw in

It's for measuring the depth of pot holes.
Or maybe towing lol..
Doesn't look big enough for most pot holes.
If you get a cup, mix some water and washing up liquid... Dip that in and blow, it'll make bubbles
Spook - I was looking at my kit last night - sadly I know that's a towing hook as it's been used a few times! Screws into the front bumper of the car. I did find some webbed strapping - i have no idea what that's for though. (edited)
