I use Turkey, but FUPS is needed and if you haven't had it before it is impossible to set up new FUPS account without Turkey Citizen ID no. (or something like that)
What are they doing with the family accounts now? I have an old overseas solo account and was going to set it as a family one but it seems they're messing around with random checks on the family member's locations - pretty much having to "check in" at the home address within a certain time frame. If they fail to do this, they're kicked out of the group and can't join another one for 12 months!
