Ebay promoted listings

Paying to promote a listing, iam seeing two rates

Campaign rate 21%
And then 11%
So would I then pay 11% of what ever it was that I was selling

    I have just been charged £36.95
    Wasn't worth me selling
    This was after I ended the promotion
    I've also got to pay postage so won't have made anything My own fault I suppose (edited)

    It is never worth it unless you are selling something obscure.

    something doesn't add up.
    wait until 80% off final fees, sending an offer wouldn't invalidate fee discount.
    postage, should have been added when listing so buyer pays.
    there is never any need for promotion ever.

    There is, I had two of the same phones listed
    The one not promoted has only received one view
    The promoted one had a few more views
    Was under the 80%
    But promoted it
    Then stopped it being promoted, and sent the offer to the buyer
    EBay did not end the promotion So was charged (edited)
