Change your email password immediately and make sure 2FA is set up. If you add a card to paypal you usually get an email notifying you a new payment method has been added...which you presumably didn't receive.

It has happened to me before, not bank account but an unknown delivery address. The procedure is basically to reset your password and add more security if you haven't. 2FA etc. Paypal support will help to remove stray details that you don't recognise at their end.
They will also check if any purchases are linked to them and help cancel if may be.
Also check your account transactions for anything suspicious. (edited)

no transactions have been made and i cant remove the cards and accounts
Get Netflix etc.
I would say its a glitch in their system, I vaguely remember something similar (being logged into somebody's else account was the case) some years ago
Op hasn't said if accounts were theirs or if they recognised them..only that there are lots.
