I went on that there google and the highway code covers it well. The signage refers to bays within a red route only. So outside that bay no stopping. WIthin that bay 1 hour between 7am and 7pm so I would imagine any time between 7pm and 7am.
You can park completely free from Sat 7pm until Mon 06:59am.
In theory you could park at 6pm on Sat as the 1hour covers up until 7pm.
Rest of the time its 1 hour. But you could go away for 2 hours and park for 1 hour. Go away for 2 hours and come back and park for 1 hour.

Personally not sure if you can park on a Sunday. As they normally state no stopping Monday - Saturday and this board doesn't really clarify that
To be fair it seems to be a thing introduced and used by London well within the lifetime of many drivers. I don't think I've ever seen one and it seems like a very poorly designed bit of signage given that it's very unlike a normal <colour> route and seems to be a minor variation on a clearway.

however, within the time indicated on the board, you are allowed to park there for no more than one hour and you can not return during that day. i think it is to allow drop off for businesses on the main road, like deliveries for the business. so no, you can't park after 7pm.

As it's a red route, my understanding of the sign would be parking only between those hours. After those hours or on Sunday, it becomes a normal red route, where you can't stop/park.
