No it's either pay as you go at basic rates per min/text/data or the monthly bundles. That's all they do on pay as you go now.
However, Tesco Mobile, which is part owned by o2 and uses their signal has a triple credit tariff. So top up £10 and you'll get £20 free credit if you choose that plan. You also get a free bundle of mins, texts or data of your choice with each top up as well - Valid for one month.
