All you have to do to collect on these items is rebuild the main computer. Then just navigate the menus and enter the codes one at a time. Once you've done that, go downstairs in the Police Station’s basement on the left side next to Ellie’s Desk and enter the doors. Here you’ll be able to change into your new costumes.
As for the vehicles, all you need to do is go to the nearest call-in point and use the Wii U GamePad to select the vehicle.

sorted byFirst, go to the old abandoned castle that is not far from the Farm. Continue to the very top of the castle. Then when you are on the very top left pillar of the castle (where you can see a boarded up door), look to the right hand side at the other pillar and look down and you will see an icon. Then just jump onto it. (It is recommended you use the Farmer MCain disguise to glide to it.)
Also a real pain that they didn't put a keyboard on the controller!!!
