As far as I'm aware, most games on PC World Downloads site redeem through Steam although I can't confirm that, if this does redeem on Steam then I think it's a cracking hot deal!

sorted byGFWL isn't all that bad really, it runs pretty nicely alongside Steam and if you have an Xbox then it can be a good way to work on a single achievement profile if you're that way inclined.
It beats the hell out of the likes of UPlay and Origin IMHO anyway.
Does it ****. GFWL is a load of TOSH and this is one of the reason why I use xlive.dll
Some people including myself have met the specs for the game, but for some reason there are issues with ATI at the moment which makes the game near-unplayable. Doesn't seem to be happening for everyone, but for some there are framerate issues.
Just chucking this warning out there in case anyone wastes decent money on a game that they cannot run properly until it's fixed...
Aside from making sure that all ofyour drivers are up to date... I dont think there is much else you can do tbh. I know that there was a new ATI driver release earlier in the week, but looking at the notes with the release, there wasn't anything specific relating to SR3, but then again I didn't expect there to be. You could try and install the new drivers and see how you get on ?
Aside from the obvious upgrade answer... reduce quality settings, defrag hard drive, disable background apps that waste ram, run it in the dx9 mode. That said I never had issues on my old ATI 5870 with framerates before i upgraded, but as with most stuff ATI or even Nvida for that matter.... cherry picking the best beta drivers tends to be the way to go.

As someone said this one uses Steam achievements, there are Steam activated games that allow you to use Windows Live so their achievements are either an alternative or replacement where none existed before.
