Roughly the cpu is 300, motherboard is 300, ram about 100, OS maybe 50, ssd 50, hard drive 50, psu 50, and then you'll need a graphics card. If you could stretch the budget a little you could get a decent graphics card
However you could drop to a ryzen 7 1800 and shave 300 off the cost of the cpu and motherboard and still have 16 threads of processing power.
Personally I'd go with the 1800 build. Unless you need the full power of 32 threads. - AMD think its all about the cores, no its not !

Currently using this CPU, bought on eBay 10% discount (£337) and I thought I had a bargain, this is a steal, and the CPU is superb, ultra fast with everything I do - Hyper-V, Visual Studio, SQL server, all at the same time and it flies. This is a "creative" CPU which handles multi-threaded applications brilliantly, with occasional gaming!!
At this price, it's amazing! HOT!!

You should definitely have a look at DaVinci Resolve for video editing. It's free for the non studio edition and is a world class grade editor. It supports all three major platforms, Windows, macOS and Linux.- Of course, a month after I paid that much for 2700x.

Not owning ryzen parts but from my own research I believe you need quad channel ram, so 4x2gb or 4x4gb sticks of preferably 3000mhz ram for ryzen. Although saying that the specifications page says max supported speed is 2666mhz so might wanna check that one.
Also your gonna want a 5-600w psu, the higher efficiency the better. I prefer seasonic power supplies or EVGA. I think superflower also do good power supplies.
The cpu heatsink is not included, so you need one. The coolermaster hyper 212 seems to be best price/performance, however these threadripper processors run hot so perhaps a closed liquid cooler such as corsair H100 etc might be better. - Was going to get this over the 2700x then realised the motherboards are £200 more lol wat.

This thing much better and cheaper than i9 processor. Gamer makers need to learn to take advantage of more cores. They're still stuck in the early 2000 when it comes to cpu.
The issue is games take advantage of higher clock speeds, and the more cores you have the higher the TDP, when you increase the clock speed... Hence why i9's at 5Ghz get hot hot hot, compared to a i7 7700k at 5ghz. (Obviously not forgetting the voltage increase)
I think the issue is CPU cooling technology/industry hasn't caught up to the advances in CPU's and is falling behind we have these massive 30+ core CPU's especially on server based systems but we don't have the adequate cooling to overclock them to a level which a gamer would take advantage without using non-sustainable methods such as Liquid Nitrogen/Phase Cooler. Youve received good advice but you might be able to save another few quid. Its little know for some strange reason but if you have an old laptop or PC with a product key you can use this to install Win10. You dont have to buy a fresh copy. Just be mindful that it may supersede your existing version. You can then put that extra cash towards your RAM!
Good luck- PS also doesn't come with cooler/fan that will set you back £90+ as well for water cooling.

Honestly you're looking at the wrong CPU for those tasks. Even if you did all three of those at once you probably wouldn't use that many cores effectively.
