    Whilst China is now open for tourism, be aware that unless you don't need a visa the application process for a visa requires a personal visit to a Chinese consulate to share your biometrics and a fair wedge of £

    Irrelevant - no difference for the Chinese or anyone outside the UK trying to apply for a British visa (Chinese visa is a fraction of the cost in comparison).

    Transit visa on arrival is at the discretion of border officials. Has put me off trying it

    Entry with a full visa in your passport is also at the discretion of border officials. No different for TWOV, it's just that you don't have a visa on a page in your passport, instead your itinerary is your visa.

    If you are going to do TWOV the airline will typically reach out at check-in to get authorisation from your port of entry that you are potentially admissable with your itinerary.

    Any border anywhere, the border officials have the power to cancel any visa or potential entry on the spot, this isn't just a China thing. (edited)

    We are doing exactly this itinerary in December, but unfortunately we can't have a return flight to Shanghai, leave, and then come back to Shanghai. At least that's what I have researched.

    We bought a multiple city ticket, going to Tokyo, and coming back from Shanghai, still a good price and saved a bit on the short flight within Asia.
