India has a KYC requirement for mobile phone connections. So legally impossible to get a number without identity checks. (edited)
Not convinced KYC would automatically obligate payment for the otherwise elusive free number that OP is seeking.

It's not impossible but wouldn't be legal / risk free - (e.g. pay someone in India to get you a sim in their name). Not recommending that, and it's not going to bne worth it to get cheaper spotify or whatever.
Probably wouldn't let you 'roam' for very long without use in India.
What are you trying to do with the number? I'm guessing you want to register for Indian streaming services.
I’m in India right now and have 2 local sims and they were a slight ball ache to get and activate. I had to produce a local leccy bill and then before the number gets activated I got asked a series of questions.
You can get a sim on the black which will be registered in somebody else’s name but then you have to pay a premium.
OP what are you trying to do? India seems mobile obsessed and everything need a mobile sim and otp, so right royal pain when I’m back in the UK. Also there is the 90 days no use and the number gets put back in the pool but I’ve been lucky with my 2 numbers, only use them when here and then the sims never get used until I get back and to date and I’ve probably now jinxed it they’ve always worked.
