Went with halford recently as they were a bit more expensive but they would do the two at the front
It's not stupid, it's exactly as says, new tyres on the rear (except for those rwd cars with different section tyres front to rear of course).
If it's the front tyres that need replaced, the front wheels with the worn tyres will be removed, new tyres fitted then fitted to the rear of the car, with the former rear wheels fitted to the front.
This also helps get the mileage out of the former rear tyres as often they stay on the rear for years, don't get proper heat cycles then crack and need replaced long before the tread wears down.
Costco are doing you a favour.
Michelin themselves recommended this;
"When replacing just two tyres, Michelin recommends that the new or least worn tyres are fitted to the rear axle to improve vehicle control and safety. This advice applies to front and rear wheel drive vehicles fitted with the same tyre sizes front and rear."

If for whatever reason only 2 tyres are to be replaced, all the major manufacturers including Michelin here and the major chains recommend fitting the new tyres to the rear, of course there are cars with different section tyres where this can't be done.
It's more effort and time for Costco to swap the wheels round so if it wasn't best practice they wouldn't do it and save time.

And many more, none of them recommend new tyres on the front only, that comes from the early days of fwd cars when front tyre wear was more than on rwd cars, now that's normal with most cars being fwd. Thankfully installers are more educated now.
Of course everyone has their own choice on their own car, but many more people have been in single cars accidents from not being able to control oversteer than those that have fumbled with understeer and got away with it.
TLDR: Costco are correct.
I bought 2x PS5 last year from Costco for £160 with fitting.
Those same tyres now cost £220 with fitting after the deal.
They’ve increased all their prices drastically on their tyres, it’s honestly disappointing.
