The government has announced new temporary measures this morning regarding train travel with these measures applying to all operators.
Anyone holding an advance ticket will be able to refund it free of charge. All season ticket holders can claim a refund for time unused on their tickets free of administrative charges. Ticket holders should contact their operator for details.

The railways have already seen up to a 70% drop in passenger numbers. Rail fares revenue has also reduced as people increasingly work from home and adopt social distancing, with total ticket sales down by two-thirds from the equivalent date in 2019.

The government has provided today’s offer to minimise disruption to the rail sector, vital to the wider UK economy, through these difficult times. Allowing operators to enter insolvency would cause significantly more disruption to passengers and higher costs to the taxpayer. The management fee will allow operators to act in the national interest in tackling COVID-19.

Fees will be set at a maximum of 2% of the cost base of the franchise before the COVID-19 pandemic began, intended to incentivise operators to meet reliability, punctuality and other targets. The maximum fee attainable will be far less than recent profits earned by train operators. In the event that an operator does not wish to accept an Emergency Measures Agreement, the Government’s Operator of Last Resort stands ready to step in.

    When you might have no job to go to, the refund might just go to feed your family. Makes sense?

    My train ticket is currently a £3800 paperweight.
    I'm self employed, the government are not protecting our earnings.

    Luckily I am able to work from home for now, but there are others who will be in a worse situation with no income for the next god-knows-how-long who might have a need for that £3,800…

    If you have a tube pass I would like to say that there’s no rush to do it, if you are unable to to do it online. The wait times on the phone is over an hour, and they will backdate the cancellation to the last time you used the pass.

    I'd booked an advanced ticket to London for May 29th ... before we knew it was going to get this bad.

    Currently, East Midlands Rail won't let me cancel this online as they say it's non-refundable. I hope this Govt decision means I will be able to get my money back.

    But that money will hopefully be used by people to buy a weekly shop, so the money will be reinvested. And forgive me for having no sympathy to companies who've absolutely milked the general public and commuters for absolute years.

    I've decided that the money I'll get back I will spend with local shops and businesses.

    I have advanced rail tickets on a transport for Wales service. I've been …I have advanced rail tickets on a transport for Wales service. I've been told all I can do is rebook on another train in the next 12 weeks. No refund available and the next cheapest journey available during that time was another £7 to pay to keep the tickets valid. They said I would have to keep rebooking tickets during a rolling 12 week window until I was able to use them. The cheap journey I'm doing is usually only available on one train a day which is £50 or £60 quid. All other journeys on that route available are around £250-350.

    To anyone applying for a refund, don't expect the process to be that quick... even in normal times it took several weeks, depending on the train operator.

    Same here, although ‘only’ £5, but I’m thinking we might be able to get that admin fee back if we just send an email.

    As i understand it, it's not so much a rule in the way many view it. It's due to the fact train companies calculate what you've used and minus that from what your ticket costs.
    Bare with me: I believe the formula used is season ticket divided by 40 weeks/9 months (i appreciate that is not the same amount of time). if you've used 3 months you have effectively used 545* 3. once this gets to 9 months you've used £4,900. so they don't owe you anything (whether you agree or disagree, this is their process). effectively it gets to the point where your ticket is 'free' because you've already paid for it.
    Hopefully this makes sense.

    EDIT: Season tickets usually cost ~9* the monthly ticket price

    Also basic maths updates, coffee hasn't kicked in yet (edited)

    If you haven't printed your tickets yet then don't, hold fire and see what the app tells you to do once the refund option is available.
    From past experience it was much simpler getting a refund if you hadn't printed the ticket.

    I'm waiting on the Greater Anglia line at the moment. I've only just been told my position is 42 after waiting 40 mins. I'm going down by about 2 position every 3 mins. I have £4500 ticket and the misses £4200 it will be nice to get a refund on

    This will be all the staff in the call centre will be doing today. Poor guys. (edited)

    Not a major priority maybe but as I had £100+ advance tickets to a gig in a fortnight which will almost certainly be cancelled and neither of the operators were agreeing to refund I'm glad they're essentially being made to.

    Seems as I’ve got near £100 quids worth of train tickets I can’t use now I damn sure will be getting the refund. That’s money I now need for other things

    Cheers. Yeah, I think I get the maths, it's just it's weirdly weighted in their favour!

    If a train is delayed in the final 3 months of it, I still get a refund - which by their own logic is a refund for me travelling for free.

    Had booked for Liverpool from Edinburgh on the 16th. Had to self isolate so tried to get money back from Trainline. Because it was advance tickets was told train was running ok you didn't get it. So tough no refund & £50 e-ticket down the drain.😡😡😡 (edited)

    Give it 1-4 days for the companies to put this feature live. The websites still need to do the work to enable this. So don:t fret!

    i have booked with trainline through avanti and for rebooking all dates in the next 6 months are £225 more expensive for what i apid.

    I assume trainline will need to adhere by these new government rules? I was meant to travel on 16th April.

    Sorry just realized you told me already about lines closing down: gosh thats awful. Can you email and ensure you keep a copy of your email, which would prove that you asked for a refund in accordance to the new government legislation before your journey? That way once it quietens down you should be able to get refund retrospectively, I'm only shooting in the dark with this suggestion but maybe worth a shot
