Had the account for several years and paying via Revolut. Revolut in their unhelpful, infinite wisdom decided to kill the card that still had a couple of years to run and replace it with one with a completely different number. The next time Netflix tried to take the sub after this it obviously failed and I got an email with a link to sort it as well as all my devices having the access locked.
Flicked the vpn on and clicked the email link and tried to put in new details which was fine until it got to the card validation via text message popped up. None of the fake sms services seem to be working currently so gave up on that route. Decided to cough up for a full price UK month just to get the account active again and buy time to sort it later.
Here's where it got strange, went to my account again, no vpn, chrome knew it was in the UK, and it gave all the stuff about payment method not working so I added the new Revolut number and this time it said to validate via the Revolut app, I did and then got a congratulations message in Netflix saying my subscription had been successfully paid at the ongoing rate of TL77.99. Sure enough, Netflix took £3.95 from my Revolut account and access was restored.

I started by saying that I needed to complete the in-chat payment form. They didn't even question me and popped up the payment screen. Filled in the details and they then said it had been completed. I then got an immediate message from Revolut saying 1TL had been taken. That was it. I was on with them for about 2 mins and all sorted.
If you have a Turkish account and want to add a card on, just do this.

I can’t quite believe this and I am amazed it hasn’t been discussed here yet. As my tv was already setup and connected to Netflix - I just booted up Netflix on the tv. - I tried logging on and it said error with payment. Asked me to edit the payment details ON MY TV so I just put in a new Revolut card and bingo. Payment taken as Turkish lira (£3.93 for 5screen full 4K) and rocking again.

I just made a new account. I am currently in the Middle East but I am from the UK. Here is what I did.
1. Create Netflix account in the UK (I used vpn to pretend I am in UK again)
2. Go through the whole setup, and stop when it asks you to pick a plan
3. Open a different browser (like on phone) and go to forget password
4. Reset password and that takes you to account where you can add phone number in UK
4b. If you don't get verification text, close the page. Open a new page and go to Netflix, and your unverified number will be there on the profile
5. Change VPN to Turkey and redeem gift codes.
I'm watching Netflix now so can confirm it works

Just for anyone wanting to solve the issue of needing the text to change your payment method, the secure form absolutely works as I’ve just done it with ease.
Fire up the Netflix live chat, tell them you want to add a payment method and you’re getting error messages. Ask for a secure form so you can update your details. They’ll pop a link in the chat, click it and add the details and submit. Boom. It took two minutes.

First form will ask you to confirm current card details. Once confirmed they will send a second link to add new card details
I think a total of 5 people (family) are using my Netflix account and never an issue. Saved everyone a lot of money over the past few years. (edited)
Yeah I’m on the turkey subscription. Originally signed up for one month as a UK sub, cancelled and then renewed via VPN on the top package and it was working fine but I changed my bank. Tried to change my card on Netflix and ran into the issue of it asking for a Turkish phone number to send a text.
Did the above method of live chat and then asking for a secure form, submitted the new details and it was done.

I'm having the same problem! Already have my number on the account but when I try to restart the membership on VPN it lets me put in all my card details and then take me to a one final check screen and wants me to input a Turkish phone number. Can't seem to find a way around it either.

The short version of my rambling post is wait for the sub failed email and don't pretend to be anywhere else when adding the new one.
I'm guessing because the account is still current, even if on hold, it stays Turkish and is only bothered about where the card is registered when adding it so doing it with a UK connection means it goes through fine.
The sub has to have actually finished or it will stay a UK account. (edited)
Yep... You sign into Netflix without VPN and you will get UK content
Hmm I ld agree with this if they were employing uk staff producing uk movies paying uk tax. But majority of their staff are overseas cheap location and like most American companies don’t pay much tax in the uk

The agent told me the reason the card is declining/ showing error is due to the regional price differences and my current location.
After that chat, I tried to add the card again and got to the Turkish sms verification screen. Realising something had changed, I jumped back in another live chat and the agent sent secure form and now it works with my starling card.
Done on phone browser (chrome). VPN was off the whole time - as I read another post in one of these threads, that the VPNs may be causing payment issues.
After a weeks long campaign and telling them lots of lies, I finally have it. Good job too or I was legitimately going to let it cancel. £17...... no!

It occasionally happens when adding codes sequentially. Give it a little time between the redemptions.
If you think Netflix aren't aware of these types of methods already you're sadly mistaken. All you've done is announce you're a D#%k to everyone else
Dude, you didn't have to go all the way to Turkey to do this.
Provide context and let us know where in the T&C's it says we can't do this.
Also, if I can't get this to work I'll be cancelling Netflix permanently. I'm not paying £16/17 a month. It isn't worth it. Send them a copy of this post too, you grass! (edited)

I have never had any issues accessing Netflix (I have a monthly Turkish account) & previously had an Argentinian account.
£192 a year VS £60 a year = £132 saving so not quite £50

Why are we It's a luxury item and not an essential. Our economy/wages etc are higher than other countries so they are charged a proportional rate otherwise they would have little subs in such a country.
