sorted byUsing my laptop and also using it to charge a power station I got ~95w out of it. Tested with a USB power meter as well as the PowerStation readout. My laptop wants 100w lets you know if it can't get it and it was quite happy with the powerbank.
I did a quick discharge test and it pulled 70% of the rated size, which is about what you would expect. It worked out at 14000mAh for 3.7v. In Wh it pulled 52Wh which is 70% of the rated 74Wh
Of course there are people writing reviews that are just cut and pasted from the description, I find it disheartening because it takes a lot of my time reviewing something. It says a lot about Amazon that they allow this.
I also have to be very careful what I write otherwise my review gets rejected.

I just checked and I already have a Charmast 65w PD power bank that I have had for three months so far and that has been great. I have used it to charge phone and stuff including my laptop on the go. (edited)
I have that same power bank as they are discussing and just did a quick test running my laptop and using a USB C power meter that tracks voltage, wats, mah etc.. (easy to get these off amazon), though this is not an ideal way to do it as it is not a constant load.
I concluded that the power bank is within the expected capacity range, and did not find anything concerning.
My results were, at ~ 20v I got over 3600mah, which at 3.7v becomes over 19000mwh, over 80% of the stated 23800mah. I have seen the conversion rates for this power bank is > 70% in other's tests so it seems fair.
[update] a 2nd test was not as good as that came out at ~17000mwh but that's still 70% (edited)
