sorted byAs others said for the 128gb and usb-c/thunderbolt, but also for; (1) better build quality (less chassis flex without Air’s screen smearing, no screen smearing when using with Pencil), (2) better speakers, more rounded sound, warmer, better stereo orientation in landscape, (3) better mics on short Siri dictation (speed and accuracy), but much same as 9th on long dictations (similar accuracy), although 9th was iPadOS15, Pro was iPadOs16, (4) touch screen to wake (Face ID), no wear and tear for button (for those who’ve had an iPad button fail rendering device unusable), but uses more battery in standby to do this.
Reasons Against Pro, and for 9th gen…
(A) Pro Motion 120, does not bother me (to miss it), and 120 seems more prone to crazy screen flashing stuttering problem when scrolling through some web pages. I find scrolling without 120 easier, more reliable and predictable.
(B) The pro’s protruding camera necessitates a case, so it can rest flat on a table, or be stacked - I currently stack a few iPads when travelling, hope to get this down to 2. Then the way cases work, in landscape mode, means my hands are constantly touching/marking camera lens, and applying pressure to buttons.
FOR entry level 9th Gen (when Stonking Discounts Not Available**)
Ultimately, the iPad 9th gen is STAR of Line Up, (1) two for the price of one**, (2) 3.5mm audio jack, (3) easier to hold/use, less likely to drop when ‘naked’ chassis, (4) bigger battery, + if you do drop 9th gen, it only hurts half as much.
Biggest drawback with 9th gen, is only 3gb ram, versus Air 4th 4gb, and Air 5th or Pro 8gb, and the daft charging Pencil 1. Speakers seem a little louder on 9th, but whilst not as good as Pro, work fine. Laminate screen not much of a problem, screen reflections not a problem indoors. Solid build. Easier and Nicer shape to hold case’less in real life vs quick appraisal in store where Air/Pro right angle edges initially seem better to hold.
SUMMARY…
Pro over Air - best differences, Solid Build, No Flex or Screen Smearing/Blotching, 128gb vs 64gb.
Pro over 9th gen - best differences, Sound Quality and Touch Screen to Wake. In future it may be 8gb ram over 3gb more important.. (edited)

My 1st gen Pro suffers from a rather glitchy touch screen - doesn't always register touches. Apple will replace it for £79 if the battery goes below 80% (battery replacement on iPads is just a unit swap), but frustratingly I can't get it below 85%.
I actually bought an iPad Air when I was in the US recently, but the 60Hz screen was noticably worse than the 120Hz screen on the 1st gen Pro, so I returned it.
Pro for build, assuming your writing and typing.
Air, if mainly photo and video the storage may mean more.
Depending on price you pay for air, consider, * Apple iPad Pro 3rd Gen, 11 Inch, WiFi , 512GB - £679.99 at Costco *, which may get a little more discount in coming days. (edited)
For example Lenovo Duet 5 is on Sale at the moment at Currys less than this and comes keyboard included.
Now just need to find an Apple Pencil!
Been brilliant in all departments super fast and perfect for all her school research as well as Netflix and the other distractions
