Make a piece of 9mm ply to fit the whole step, then glue and screw. Once it's carpeted you won't notice.

Agreed. If you have access to underneath the step put a thicker piece on that side as well.

Seperated how? Are they flexing different amounts or is one of the boards being pushed up or coming away in one spot

Would suggest watching the below video to get an idea of what's involved.

I am a regular watcher of this channel and the guy comes across as decent, seems to be good at what he does with decent pricing - wish he was based down South as I would definitely use him.

I believe he is based near you (midlands) so if you decide to get someone in to do the work, might be worth contacting him.

Is it possible to attack it from the underside?

    Probably a plastered cellar underneath.
    Too much work.

    That's exactly my step arrangement.
    Whereabouts in Midlands are you?

Looking at the photos a bit more carefully it appears the right end of the joint is not level, is one of the boards coming away from it's fixing there?

If you can get one of the boards out then you should be able to re-glue the joint which would probably be the neatest and least disruptive solution.
