Debatable, I guess they are at least collecting them and recycling them. Most councils will just dispose of them and we don't really know where they end up. The postal van is on the road anyway you could argue. I don't know the real answers but you could say that about almost any recycling system. Clothes from clothes banks bottles from bottle banks paper from paper banks are very rarely sorted in this country meaning they travelled long ways around the world before they made any type of difference. I have discussed this with family members before and the only conclusion we came to is every country should be responsible for its own rubbish recycling plants must be in every town and the facilities to make new products should be in this country. You collect, deal with, recycle and make your own products from recycled materials in your own country. Any excess rubbish that can't be recycled needs to be turned into climafule for cementworks, metalworks, or power stations. I live next to a cement works that uses climafule and the town collects black bin rubbish that can't be recycled and turns it Into climafule. There aren't that many cruise liners in the grand scheme of things. They also ferry a ridiculous amount of people so fuel efficiency is much better than you'd expect when taking that into account.
New ships are becoming LNG-based as well which will improve things even further.
