no they don't.
Think about it for a second, the LAST thing they want is to sell preowned as new, when a game or console etc is sold as new they make virtually nothing on it. Practically all their revenue is from preowned games & consoles...which is why it's relatively common for them to do the opposite (write off a new prodct then sell as preowned)
What you're likely thinking of is what's called a control copy. That's not just a game thing, it's something the majority of brick & mortar retailers do, (especially the smaller independant stores.) Bought a game from asda about 2 weeks ago that was opened (mass effect remastered ps4) Most don't realise for example that the majority of clothing you see in a physical store like asda or next arrive in store individually sealed but are opened to be put on the shop floor.
Basically they do this, cause you can't sell something if you don't have the means to advertise it to your customers in store...which is likely why these are actually available. They don't typically open collectors editions & in general this type of stuff is deisgned to be preorder only, thus they'd have no way to show consumers they have any.

In reality "new" doesn't automatically = "sealed" they can & often are mutually exclusive. A sealed product can be second hand & a new product can be unsealed. nintendo hardware for example hasn't come sealed for a very long time. (edited)

I'd grab this one as well myself as it's a good price, but I've been trying to slim down my game collection so wouldn't help the situation
On a side note, is the store checker not working for anyone? I keep entering in my post code but nothing comes up. Trying to find one in London. (edited)
Saw they had deals online and asked if the same deals applied in store, they said they could scan it and see and it went through no problem.
Not the best "Collectors Edition" but a good game and steelbook for a fiver, can't complain.
The offer is still currently running if you are able to find anywhere with stock. Just bought from Game in Burton, there is still a couple in stock just ask at the counter.
