A local SIM is your cheapest option. You can get one at the airport, they will activate and set it up for you.

As previously mentioned buy a local sim card when you arrive, I've been a few times and bought a Vodafone Egypt sim for about £10 with loads of data, roaming with a uk sim card will cost you an absolute fortune so don't even try it and make sure you switch roaming off on your phone if you're using the same phone for the additional sim, i use a dual sim phone so it makes life easier.
