You can apply for a 100% discount on the Congestion Charge if you are a Blue Badge holder.
Before you start
Before we apply for the Blue Badge discount, you need to set up a London Road User Charging account. (Sign in now if you already have an account.)
To create an account, click on 'Continue' and complete all required fields. You can also set up optional services, such as mobile phone text alerts, to help you manage your discount.

Once your London Road User Charging account has been created and you sign in, you will be directed automatically to complete your discount application.

Both sides of your Blue Badge
Plus 1 of the following proofs of identity:
DSS benefit entitlement letter (less than 7 months old)
Current passport
Current driver's licence
Pension book/entitlement letter (less than 7 months old)

Marriage certificate (same first and last names as the Blue Badge)

You can register two cars for this discount for free. Neither car has to display the badge to get the 100% discount on the Congestion Charge.

Why should blue badge holders get free parking, congestion, etc?
Some blue badge holders are millionaires. Free parking and congestion should be done by income/wealth for blue badge holders in the same way benefits are done.

Disability ' benefits ' such as PIP are not means tested. People with disabilities already have enough hardships in life without having to prove they can't afford to be mobile. Perhaps by 'controversial ' you mean wilful ignorance ? If you feel hard done by because a tiny amount of people get a benefit you don't, maybe try getting around London in a wheelchair and see the obstacles disabled people face through no fault of their own.

Just to note Disabled people whose vehicles are registered with the DVLA as having 'disabled' or 'disabled passenger vehicle' tax class benefit from a grace period which exempts them from paying the ULEZ charge until 24 October 2027. This is valid as long as their vehicle doesn't change tax class.

Blue Badge discount
You can apply for a 100% discount if you hold a Blue Badge valid in the European Economic Area.
There is a £10 registration charge for the Blue Badge discount. You will need to renew the discount in line with your Blue Badge expiry date. There is no charge for this, as long as you reapply within 90 days after the expiry date.

I think the vast majority of people are not aware of what is really going on with private transport in this country and what the long term goal is.
What is "really going on"? Feel free to elaborate.
This doesn't seem to cater to those who ferry around a disabled person, unless they are their spouse. I drive my Mum everywhere as she has a blue badge, which can be used in whatever vehicle she is in... 99% of the time mine! But none of the 'proof' above relates to a relative other than husband/wife/registered partner.
If you read through the links again the person (your Mum) can nominate two vehicles, so you can.
The fact people are moaning that blue badge owners should not get hit with a congestion charge are missing the point - nobody should be getting hit with this. Those who drive pay tax on the car, tax on the insurance, emissions tax, etc etc ... this is just another scam to take money from the car owners
True. Also, I paid tax on my shoes so I should be able to walk down any motorway I want. Because that's how tax works right, you pay it and it's an all access pass.

If my dad has a disabled badge am I able to get the congestion discount on my car? I often take him to his hospital appointments and errands within the zone. This badge is 80% misused by the family members for parking and they are untouchables.
A big scam on the overall system that was originally designed for the genuine people. (edited)Blame Parking Wardens. They have the power to ask to see the photo on the back of the card. In 20 years of holding a Blue Badge, I've been asked just once.
What surprises me is just how many very large, very expensive vehicles, are parked by Blue Badge holders

Likewise my sister in law has one because she lives in Maida Vale and it makes parking easier. Bought a £70 wheelchair on Amazon for the assessment, saved her loads of money.
The blue badge scheme is abused because you can save so much money which is a shame for those who genuinely need them.Grass them up 
Given all vehicles used by Blue Badge owners are already registered at DVLA Swansea as a Disabled Users Vehicles for Car Tax classification, why are they making people jump through hoops to register for this scheme, or anything similar, Toll Bridges for example? they already know they are used by Disabled Drivers because the Registration Number registered at DVLA tells them so.

Not all blue badge holders qualify for the disabled tax class, as the eligibility criteria is different, and in any case it can only be used on one vehicle which is exclusively used for the needs of a disabled person. Vehicles with a disabled tax class are automatically exempt from London’s congestion charge without the need to register with TfL. Blue badge holders that don’t have a vehicle with a disabled tax class (or get lifts from family and friends) can follow the instructions on this page to register up to two vehicles with TfL for the congestion charge 100% discount.
Yeah i bet Sadiq Khan hasn't heard yet!!- My mum has a blue badge and has this. She had a bad stroke and is genuinely disabled. Applied for ulez but don't seem to be getting a response or approval. Submitted several applications but nothing. Anyone else had this?
Saw a huge increase when they started giving these out for stress and depression. Not what the scheme was designed for and hugely open to abuse. Anxiety of getting public transport and finding/paying for your own parking doesn't feel fair

1. 'Disabled' and 'Disabled Passenger Vehicle' Tax Class grace periodDisabled people whose vehicles are registered with the DVLA as having 'disabled' or 'disabled passenger vehicle' tax class benefit from a grace period which exempts them from paying the ULEZ charge until 24 October 2027. This is valid as long as their vehicle doesn't change tax class. Read the eligibility criteria for the disabled tax class exemption.
If your 'disabled' or 'disabled passenger vehicle' tax class vehicle is registered in the UK, you don't need to register with us to benefit from the grace period. If your vehicle is registered outside the UK, you are still exempt from paying the ULEZ charge during the grace period, but you will need to register with us.

DSS hasn't existed for 23 years. It's the DWP now.
