It could still be a new one. They apply a small amount of powder similar to talc to essentially lubricate the rubber seals/plastic so it makes opening the bin easier. If you ever clean the inside of a Dyson bin removing all dust you will often find you need a lot of force to open it back up due to the lack of dust as the dust acts like a lubricant.

They are more often than not brand new machines. Dyson use their eBay outlet to offload a lot of new stock from time to time, they aren't a company that like to have sales and special offers like other brands such as shark. (edited)
