So why does our government not provide electronic versions of such educational textbooks FOR FREE? Would this not represent the sanest possible use for tax-payers money - and I do NOT mean buying them from publishers- but the government paying technical authors, and then publishing the works on a governmental educational portal?

The textbook marketplace is a racket- in the USA it is a racket to the power infinity. Yet in all modern nations, governments spend billions on education- yet do not provide their own educational materials, allowing for profit publishers to make obscene amounts of money.

    Very good point.

YouTube offers a lot of free resources though.
And many textbooks are available second-hand at a fraction of the price. The Collins Edexcel Higher Maths GCSE was available on Amazon for £3.30.
But your point is food for thought. (edited)

You're supposed to use knowledge to answer the questions, not learn the answers to the exam.

I used to teach maths BTW and the same goes for other faculties. If you have real knowledge you can apply it for the rest of your life, are more likely to utilise it and therefore remember it.
