    Tesco don't do "delivery only" offers.
    If they did, it would be clearly marked as such.

    I went in yesterday, they had several pallets at the entrance, priced at £7 with a clubcard.
    Did you scan a pack to see?
    Was it a Tesco Express store, they have separate pricing and offers. (edited)
