My daughter was 4 when we went. Her favourite was the desert safari in a Toyota land cruiser but she also enjoyed going up the Burj khalifa, the big wheel at JBR beach, Dubai mall which had an aquarium and arcade inside also or a boat ride at the marina. There's loads to see and do. City sightseeing bus, Ferrari land in Abu Dhabi, Atlantis palm waterpark, legoland, kidzania. I'd highly recommend hiring a boat for the fountain show at the Burj khalifa. (edited)

Legoland WaterPark Dubai is brilliant. It's not far from Jebel Ali. Went there 5 years ago had a great time!

no we're going for all of us. kids want the museums like olioli and wild wadi
If there is a Wetherspoons they give crayons, you could sit them down to do some colouring in.
