    Public toilets are free, it's only chargeable if it's a business where they can charge.
    Many councils (Scotland) are offering free travel to under 22 year olds, pensioners, disabled and unemployed.
    Sanitary products are way more expensive than toilet paper. Majority of the population don't require sanitary products. (edited)
