    Coming from a farming background I have to say this-> in principle, there's no reason why a member of the public should ever need to cross an electric fence. They are often temporary in nature and the stakes are not designed for people carelessly trampling over them. In the very rare case that an actual public right of way is blocked (admittedly it can happen- either by accident or occasionally on purpose) then yeah they can be carefully crossed. Thing is, sadly farmers have to deal with people having e.g. placed branches on the fence wires to weigh them down so they can be stepped over....... leading to cattle escaping. This is far more common than public rights of way being blocked.

    Although most people won't need this, I have voted hot...

    As a responder for Search and Rescue, we sometimes have to access farmland or private land. Generally we are aware of the risks of electric fences (and how to access land safely and prevent any damage), however occasionally there isn't a way to disconnect the current, and we have to climb through.

    I have had one occasion whereby we 'touch-tested' a taped electric fence and it appeared there was no current, and proceeded to climb through (one wire above, one below)... however this fence passed a voltage every few seconds, so I received two (minor!) shocks.

    A bit late to the party, but to check if on touch the fence with a bit of grass (which adds resistance) and you should be able to see if there is a slight tingle or not.
