The TL-POE10R PoE splitter is fully compatible with the IEEE802.3af standard and can be used with all IEEE802.3af PoE compatible PSEs (power source equipment) or PoE suppliers such as the TL-SF1008P or TL-POE150S from TP-Link or with other equivalent products to deliver 12V, 9V or 5V DC voltage to places where there is no power There are lines or sockets, and where you want to use devices such as APs, IP cameras or IP telephones.

    This would go the other end of the cable and split the power out. I’ve used them in the past to power a routers. I had a 3 home broadband router powered by one in the loft recently when I moved house. I currently use one to power another router in the loft that is connected to my ONT. I’m not using the data though. Really handy piece of kit! (edited)

    For a Pi 4, not directly, but you can do it. You'd need as 12V DC to 5V USB converter, which you can get for a few quid off eBay. If you're near a power supply already though, it's hardly worth the effort.

    I would suggest, especially if you are looking at powering more than one device, you look at used enterprise grade POE switches on eBay.

    WAPs and VoIP handsets usually use PoE directly so don’t need a splitter. If they don’t support PoE though this is perfect.

    I cannot see where the current rating is and that is quite important. At the recommended max of 10 watts, it’ll be limited to low power devices like small cctv cams, pi’s and small routers. Roughly, 2A at 5v, 1A at 9v and just under 1A for 12v - I’d look elsewhere for that last one.

    Just be careful not to accidentally change the voltage with a device connected.
