It's actually a very good deal
EE are providing the new emergency services network. With that they will need to ensure there is solid 4G reception pretty much everywhere.
They will add masts in area where there is little commercial demand to justify a site,
so that’s the emergency services have a service. The public will also be able to connect to those masts. (edited)
